The 38mm square top SUs do NOT have anti-pollution gear. They however do have an anti run-on solenoid and pipe work, which IMHO makes them superior to the dome tops. Unless you like dropping the clutch when you turn the engine off.
You are confused with the square top 46mm L26 carbs, which bear no resemblance and are a P.O.S. 219 heads are exceedingly rare.
