That fuel savings idea only works if *everyone* has all 4 tires 
underinflated.  R&T tested the cars in the parking lot a few years ago - and 
their lot *should* contain people who are more interested in cars and 
maintanence that others or so they thought) and found 20% of the cars had at 
least 1 improperly inflated tire.

So, if obama is thinking everyone's tires are low it might calculate, but 
with something like ~20% being off will make the computation flawed -- IIRC 
AAA is the source of the suggestion --
