None of the Boston Chinatown places had booze licenses, so they would
bring out a big pot of "cold tea" and cups with your meal if you asked
politely. It helped to have a Chinese person with you too.

I worked at the edge of New York's Chinatown. Almost daily my coworkers

I had lunch at one of Chinatown's excellent Chinese, Thai, or Vietnamese
places. Sometimes we'd shop also. I noticed that if I went into a shop
with my Chinese friend, I was never charged sales tax. If I went alone, I
paid tax. I found out it was called "gweilo tax".
