Littering does occur all over, but it seems more pronounced in the South. How many of us frequent the ghettos of NYC or Detroit? The things they do there would blow your mind. You're more likely to see people empty entire ash trays or their bottle of Mellow Yellow that they spit into from their snuff at a red light in the South in a retail or residential area. I don't believe "ownership" has much to do with it and more to do with upbringing and "accepted" practices. TN started campaigning against this several years ago with billboards, etc. to curb the trend that appears to span generations and all income levels.
