It's certainly not a class thing.  I saw kids in the upper middle class 
elementary school I used to work in just dump stuff on the floor (this was a 
very small percentage of the enrollment, I might point out.)  The few times I 
saw it I immediately ordered the offender to clean up their mess and dispose of 
it.

"I am not your maid, nor are the custodians. If you did that at home I am sure 
your parents would insist that you clean it up."

I had one youngster who was a known smartass call me on this one day in the 
lunchroom when I saw him push some paper off the table onto the floor and act 
as if it didn't happen.  "My Mom wouldn't make me pick it up."

I made it a point to be there when his mom picked him up that day.  "Gee, Mrs. 
xxxxx, Tommy here says you pick up after him if he throws his trash on the 
floor."

"I most certainly do not."

"That's good, because that is the same thing I told him when he dumped a bunch 
of papers on the floor today and I asked him to pick them up.  Just making sure 
we're all on the same page.  Have a great evening!"

I could see that Mrs. xxxxxx was not pleased, and was expressing her 
displeasure with Tommy as they left....

Mission accomplished.

It's all in how your are brought up, no matter where.
