You should feel 2 slight drag areas per revolution when turning the tar
by hand with the wheel in the air. These 2 drag areas are audible
also. This is the way it should be.
If the brakes drag all the way around, it could indicate swollen hoses,
brake pushrod misaligned or other issues. push the pads back manually,
then turn the wheel. Once you have pushed the pads back in the caliper,
then there should be no drag on the rotor.
To be fair, I don't drive in Kalifonia, and I try to avoid emergency
braking. I try to avoid areas with stoplights, and especially the
revenoooo cameras. so, YMMV. When I officiated at MBCA national
events, I don't recall any problems with brake rotors. Mostly the 113
kingpins, ball joints in other models and such. The final step of the
tech inspection was to accelerate hard then slam on the brakes. I don't
know if that has changed. One Michigan shyster's wife rolled her new
124 on the course though. They laughed about it.

These rotors are pretty old. I dont think I have ever changed them and
the car just turned over 200k.
Anyway I dont know what to say except they were fine and then they
weren't.
