Maybe.  In some (most?) jurisdictions the video or picture has to be
reviewed by a police officer before a ticket is issued.  Since the
picture is generally framed to show both the car and the traffic light
this is pretty straightforward.  If the car is in the middle of the
intersection and the light is red, there's not much room to say you're
falsely accused.
