No, that's not how they work.  There is a failure mode where
the vacuum units can only hold _one_ speed, somewhere around
60 MPH.  There's enough circuitry in any of them to cause
some really weird behavior when something goes wrong.

I've repaired around a dozen of these things, using nothing
but solder.  (And one that required a capacitor, too.)  You
have to be able to solder fairly well, however, it's a big
job and a fairly touchy one as well.
