Initially, it is. And if you want to ask questions or want to get logs to know whether an email got through or not, good luck with that. So it depends on what your client wants. Try to come up with a price for setting up their server for receiving email (as best you can given the information you have), and then tell them what you think you know, the price for doing the work, and give them the choice.
