Go down to Walmart, and you can probably buy one with all that you need and
maybe more for that price or less.  Burn the Windows DVD's, kill disk the
hard drive, and put Linux in.  It's cheaper to buy a computer with Windows
than it is without, because the Microsoft tax, which I understand to be
about $100, is more than offset by the computer manufacturer being able to
sell space on the hard drive to the bloat ware companies, like Norton and
the games makers (for the teaser edition stuff.)  I've seen them sell full
systems for $300 bucks and I mean in the last six months.
