As Stuart types Even a battery that starts the car fine can be low enough to replicate this condition, on my 2002 car (built late 2001) the same condition would be there if I had the car on idle with the heated screen and lights on. As Stuart says a battery conditioner helps but not if your away from home (seen several GEMS cars have this problem at weekend gatherings), the ultimate solution is to move the battery to the rear and get a larger capacity battery and the problem is gone forever.
