Our district is also preparing to implement an RtI-like process using Instructional Support Teams, each of which which will include a literacy specialist, an ELL teacher, an Extended Learning teacher, and a special education teacher. I have been dreading this initiative until I came across a webcast on the Reading Recovery Council of North America. I registered to view the pre-recorded webcast with other IST members. The webcast, which was presented by Linda Dorn, Reading Recovery trainer at the University of Arkansas at Little Rock, described a more holistic approach to the implementation of RtI, based on a comprehensive literacy program. The tier 2 interventions discussed in the webcast include Reading Recovery in first grade and "guided reading plus" (with extended word work). An article in the most recent Reading Recovery Journal describes this work in depth. Here's a link for accessing the webcast:
A Comprehensive Intervention Design for Literacy Improvement: A Response to Intervention (RTI) Approach I'd be interested in hearing from someone who is familiar with Dorn's framework.
