It doesn't have to be true.  I'm just guessing it'd probably happen.

True (although I'm not sure what "finished" would mean in this context.
However, how quickly it gets started obviously has an impact on that "key
metric" as well.

It doesn't have to be true. If the investigating and decision can happen
within a set deadline so we don't hold things up indefinitely, that would
be good.  Call me a pessimist, but I'm predicting that that won't happen
even if it is tried, so I don't see much point in trying it.  But I'm not
running anything here; I'm not even sure I can contribute much to this
project, so you don't have to listen to me :)
