here's a great article (imo) i came across one day.
the title is "Cool URIs don't change"
and it's by Tim Berners-Lee

the main points of the article are:
urls should never change. you can move the files anywhere you want,
but the urls should be consistent.

and

the urls should be human readable and human guessable.
