... but, unfortunately, not take care of your current problem.

Show us a signed message with a signed attachment that works for outlook
(hey, can it even read properly that which it tries to send? :-) and
perhaps someone can come up with some macro magic to make mutt do the
same thing.  It seems to me that a key that attaches a clearsigned
version of a file that you go and find rather than just attaching the
file might do the trick (and be a bit easier than clearsigning the file
in another window and then attaching the result)...
