If you don't have a problem over wired shows that it isn't really a
networking problem.  HPNA is not what it is cracked up to be, in my
house I've got a couple of plugs that only give 1 Mbs throughput some
give me the full 14 Mbs (I have 1.0) and most vary in between.

(The signal doesn't leak on the power grid into my neighbours, in my testing).

One thing you might want to try is adjust the either the global rtwin
or filesystem fs-rtwin parameters.  I find you might get better
performance with 4096 or 8192 depending on your network
characteristics.
