That may be a burst rate. With video, you obviously need a sustained 
rate. You also need fairly low latency on the return path, so that the 
ACKs can get back to the server, otherwise the server backs off on its 
transmission. If the Homeplug service has a half-duplex behavior, that 
might account for it.

In addition to the stuff Martin suggested, I'd recommend trying NFS. 
It's supposedly a lighter weight protocol over the wire than SMB. You 
also have the option of trying NFS over UDP.

Stewart's suggestion of using VLC to do the streaming is worth trying if 
NFS doesn't help. Perhaps if you set it up for minimal or no transcoding 
(if that's possible) it'll be usable on your low horse power machine.
