Segment 11 in the datasheet is defined for a max current of 5.5mA, but
the above schematic would produce (170V - 140V) / 24 kOhm = 1.25mA. This
seems rather low?

I use those boards in this: https://hackaday.io/project/9155-nixiebot and it seems plenty bright enough to my eyes. Occasionally when the sun is full on the tubes through the window the pictures it produces can be a bit less legible but that's likely the camera having to adjust the sensitivity down due to bright reflections on the tubes.
