I had the same thing happen to me, the ONLY difference between your 
configuration and mine is that I do not have a camera at my end. However to 
receive video at your end, you don't need to have a camera.

What I recently discovered was that the video option under tools will ONLY 
enable when you start to receive video from the caller. Also, check the 
speed of connection to your ISP. To get descent audio and video you need to 
have a connection of atleast 33,600bps.
