Click on Tools - Options - Video, then select "Always turn camera on at start of meeting" or something like that. I wouldn't recommend that, though - if you are sometimes called by novice users of NetMeeting, they won't be able to communicate with you for the first 10 seconds or so of the meeting while your camera turns itself on. If the other person is a new user they'll often feel confused and hang up again.
