I don't mean to be patronising, but the single most common source of problem
with the video is that people forget to turn it on to send, and that the
other party forgets to turn the "Receive video" function on. Once you're in
the call, click Tools - Video and make sure that "Send" is checked. If it
isn't, click it to turn on your video. The other party has to click on
Tools - Video and make sure that their "Receive" is checked. If it isn't,
they need to click it to receive your incoming video.
Another common problem is that people make secure calls. If you place a
secure call, you won't be able to use either audio or video. If you have an
audio connection, though, just no video, you obviously haven't placed a
secure call and the problem lies elsewhere.
