The problem with this is that it is not platform independent.
For example, 3 is GNOME specific.  Some communities may not
like the idea.  And I don't really think that we can solve
the problem for non WPAD/Boujour apps.  Either they use
environment variables or manual input, and we cannot do much
in both cases.
