Very odd indeed!  Have you tried changing the settings, then exiting, 
in the hope that they are saved?  After a crash things do tend to 
revert to the settings when they last closed down properly, so that 
fits the pattern.

Apart from that, I don't have any suggestions.  I've looked again, and 
there doesn't seem to be anything more that would affect the ability 
to run the spellchecker - all the other settings are just options.
