The simple fact of the matter is, these restrictions won;t work.  If I want 
to write the 300 page novel AND put the D20 on it, but you have a 20% "open" 
requirement then appendix A of my novel is going to be 10 pages of character 
stats, and Appendix B is going to be 50 pages of the d20 srd printed 
verbatim, so I can make the "20% rule".

All this does is make my costs increase, and the system is less elegant.
