the half-breeds are the hardest part; thinking about it, one of the
ideas I had was to assume that they have a mixture of both cultures:
Thus, a halfway "culture" of their own. (Ideally, a half-elf would
eihter have the elven or human "cultures.")

Humans *do* have a distinct culture--or rather, cultural traits.
Furthermore, if they *didn't* have a culture a human who grew up in
another race's culture would be imbalanced, thus defeating the whole
purpose of the rules hack.
