You're right.  All of these should be cultural things.  (take a look at 
the end of Chapter 6 in the PHB.  It splits the dwarves for me.)

The speak with animals ability is noted as "innate for gnomes."  It 
*should* be racial.  Different gnomes can use the ability in different 
ways, though, which their culture could modify.

The halflings are the only ones with a broad saving throw bonus, and the 
"surprisingly able to avoid mishaps" bit is something I like, and I 
think anyone with the same wanderlust-style culture should have.
