You're actually correct.
Even if you were to follow the rather convuted way of building the software, you're still not going to be able to use the D20 logo. Countless debates have ironed out the process of OGL complaint software (and there are still disagreements on the details).. in general though, OGL software developement means you can't put OGL material in the software, you essentially have to create a scripting language that can read OGL text scripts and load it into memory. No creating hard variables called AC. It is difficult and a headache.
Or write it in a scripting language like Perl or PHP.
This, of course, makes the "program" just another text file, at least as far as the OGL goes.
Then we have the whole "server side only" option as well.
