Because you've got some reason for wanting people to make product with that 
OGC.  For example, you might have a new rule(set) that you want to promote 
and saturate the market with, or a new trademark that you want to get some 
coverage in...

WotC has both of these, and thus a reason to spend money on an SRD.  I don't 
see a reason for anyone else to do it unless it gets them some benefit, 
though.  (Of course, watching these sites and having someone go through them 
for violations is just protecting your IP... and it's far from supporting 
them.)
