Am I wrong or is this a valid interpretation?
You're wrong.

The most notable error is that OGC does not become "incorporated" by other products. The people producing Product B do not become owners of the OGC of Product A when they use that OGC in their product: They are licensing that material under the terms of the OGL. And if you're going to use it under the OGL you, too, need to license it from the copyright holders.

You must include the COMPLETE "copyright notice" from the product in question. "Copyright notice" is synonymous with "Section 15".
