Actually, there could be a reason to PI elements. If you PI something, you keep someone from using it, even if ordinary copyright law ("Fair Use") would let them use it.

If I wanted to parody "Relics and Rituals", I could use the OGC, but not the PI--but I could use the (nonexistant) non-OGC/non-PI, for all the good it'd do me. (Not that this is worth worring about, because anyone wanting a fair use argument could easily alter their product to not use the OGL.)

1: Non-OGC
2: PI
3: OGC.

You can use the OGC. You cannot use the PI. You _might_ be able to use the non-OGC.
