to me this looks like an inconsistency; even with a clear and detailed 
documentation, I doubt you can avoid confusion.

that's the beauty of semver, you don't have to define your own semantics, it is 
already defined and the definition is more or less a de facto standard.

using dates has the advantage of telling how old a release is, but can you tell 
if 2019.04 is still compatible with 2018.10? or if it is an enhancement?

anyway, probably anything is better than the current 0.10, 0.11, 0.12...
