which shouldn't be an issue for empty directories which just create build
noise.  Otherwise, I agree in principle, but it would be very useful if the
distributed bits could match package boundaries (or useful new split-off
packages) if at all possible.  At the moment, what is distributed and
what's missing sometimes seems completely arbitrary (and I think this work
has already uncovered a couple of places where there were oversights).
