There are a few empty directories in the closed tarball that serve a
purpose, and aren't worth splitting out (I believe two or three locale
directories, I assume created by the libc_i18n build?), but mostly I
suspect the empty directories are an artifact of the way the tarball is
generated.
At the moment, what is distributed and
what's missing sometimes seems completely arbitrary (and I think this work
has already uncovered a couple of places where there were oversights).
