Landlines are a "redundancy". Think p2p based Internet over dial up. Use the 
XOR metric of the phone numbers for "distance" and use key based routing. Have 
the computers bootstrap from the local phonebook and dial out. Because you have 
a single connection use iterative routing. Treat hanups as disconnects. LOL :)
