I believe 9.1 installs USB drivers only when detecting USB ports, or if you select that option when available in the installation process (not the case with 9.1 update for 9.0).
I'm using a 2 port PCI USB card with system 9.1, no need for 1.4.1 drivers. But I had to run 9.1 update AFTER installing the USB card.
