Saving the PDF form as images may loss the quality of the form, create a big file, and cut multiple pages into pieces, etc.; AND images will not allow further editing. When a fillable PDF form is already available, that is not likely to be a sound solution.
www.efoview.com does provide a solution for saving the filled-in data for users with Acrobat Reader. Check out the following demo,

By filling in the fields and clicking on the "Regen" button, an updated form will be created. The updated form can be save locally for further editing, printing, or attached to an e-mail. More demos can be found at

At EFOVIEW, we always believe that an e-form should be fillable, locally savable, and editable at any time. Otherwise, it's not too much better than a paper form and a pencil.

PDF-SnapShot can save the image and text of a completed form when using only Acrobat Reader
The image of the completed form shown in the Reader viewer window is saved as a PDF file and the extracted text is saved as a .txt file
It also has an autoshutter mode to batch capture multiple pages.
