He's referring to drives or DVD's not currently mounted. Support for offline media would allow you to view image thumbnails for images on drives not currently connected (and also would indicate which drive/DVD they're stored on). Other than the awful sharpening in Lightroom 1.x, this is probably the biggest weakness in Lightroom.
