BBC vids usually display anywhere AFAIK. This blackout would be an Olympics broadcasting rights issue. If your local TV network wants to keep you in the dark until that night's prime-time replay, then no other images can legally be delivered to your area by any means.
Here in Australia we're seeing the events as they happen because of a similar timezone, and Perth is in the same Zone (unless China has daylight saving in their summer).
