That's hardly the peaceful expression of dissent and disagreement.

Consider the potential ramifications if your employer (for example) doesn't agree with your political views as you make them known in a protest. You might be exercising your right to free speech at the expense of your livelihood. In the very polarized climate of hate that is pervading your country, there are many very good reasons for why a dissenter may want to hide his or her identity, while at the same time registering his or her disagreement with the policies of the day.
The world isn't above persecuting dissenters.
