Have you specified a footprint name on the schematic? If so, does that footprint exist in the PCB library?

In PCB, do a Jump Component to K1 (or whatever RefDes the missing relays use) to see if the relays have been placed, but have a different footprint than you expect.

I did an update on the PCB and it showed several updates which I executed.
I then looked on the PCB and the relays still aren't there.  I updated
again and the same update listed out again. This isn't right, is it? Without any new changes, it shouldn't list new updates, should it? It
makes me think that for some reason, the PCB is not accepting the updates,
but I'm not getting any catastrophic failure messages.  There were no
errors showing when I previewed the updates.

When you do "Update PCB", does it show any errors?
