Yes, of course. It could be part of the file. Unlike the rest of the file, though, it would not be human-readable. There could be a reference to the data in the human-readable part, then a section or series of sections, preferably at the end with no regular primitives after it, with the encoded data. Or, as I suggested, the data could be external, with only references to it in the PCB file. Best would be an option, I'm inclined to think, but I'm not certain.
