Thanks to Darren Moore the problem has been resolved. Somehow some additional 
lines had gotten on the Mech Layer 1 at some enormous distance from the board 
area itself. Had to go through a large zoom out and use Select All before they 
came in to view. Deleted those offending liens and all is well - once again 
thanks to Darren.

Why Protel doesn't use EVERYTHING on EVERY active sheet as a boundary I don't 
know. If it had then these lines would have shown up in the bottom corner of 
both the PC screen and the Print Preview and all would have been resolved in 2 
seconds flat. These objects also only became `workable' AFTER they had been 
bought in to view. Even though select all  and select outside area was used 
several times, if refused to `lock' on to those objects and so I couldn't 
delete them. By zooming back a bit, selecting all, zooming back more and then 
moving the selection up the page, the `select margin suddenly expanded off the 
bottom of the page indicating something was there. Moving the selection allowed 
the objects to be bought in to view and hey presto.

  Okay, here is a new suggestion. Does your template have any complex graphics 
in it that contain arcs (i.e. in a logo)? I am thinking that possibly one of 
the arcs may have a center origin that resides somewhere in a negative quadrant 
while the actual arc segment is fully within the viewable quadrant.

  This can easily occur with complex graphic logos and imported ACAD files 
because in Protel/Altium they are treated just as simple arcs of X radius at 
origin X,Y. If that origin point is out of the positive quadrant then it could 
be causing your shift while no viewable portion of the actual arc line 
transgresses outside of the positive quadrant.

  Well I have tried deleting all the other layers and now have just Mechanical 
Layer 1 which has a border on it and Top Overlay which has some circles on it 
just to keep something in view.

  If I Print Preview (PP) with Layer 1 on the board moves up the page. If PP 
with Layer 1 off the board blows out to fill the page. This also happens with 
my original board.

  Not sure what (or how) I can do now to find what is `on' this layer but it is 
DEFINITELY nothing to do with Component Footprints, Designators (hidden or 
otherwise) nor Comments (hidden or otherwise).

  Anyone have any suggestions. I can post a copy of the board on my website if 
anyone thinks they might be able to do something with it.
