I just committed a couple of fixes:

- Tracker: 1273134 - fixed tooltip creation styles (see discussion on 
users list)
- Added Win32::GUI::StretchBlt
- Fix to Win32::GUI::DC::new with no parameter to return an object, 
rather than a handle
