No, that is not the case. Many folks have suggested options which are not limited to expulsion or language reviews. If you go to back to Michael's post (on the 18th), you can see some of these options. Paul asked for options and hasn't responded since they were succinctly presented. While a vote is one of the options, many feel it is a last resort.
