It can, and it is. The only way a Web server could distinguish between them is if the browsers sent something unique per instance within the HTTP request. So, you could write a browser that does this in theory, but that doesn't really do you much good unless you can convince your users to use it. It would be very unusual behavior, so I doubt anyone would want this.
