the notes to folders and files like "I will translated this folder" or
something like that. If in main page the newer notes are displayed that will
help a lot
but don't we have a lot of information boxes in main page already?

If we can have notes for untranslated files (not committed in a language)
that would help too.

I was thinking that having a note page for every files is enough and thus
force the users to change the notes of other users or delete the older ones.

** another idea: a big problem always bugging us translators is having
different translation for a word and thus having a difficult time to
coordinate. If we had dictionary like tool to add these words and their
translation it will higher the quality of translation (If it was possible to
change documents by changing the translated definition that would be great
too).
