I just commit a first version of user's notes ( https://edit.php.net is up
to date too ).

Actually, this is what I have done :

* Notes are related to a file. There are accessible via the file panel (in
toolbar like "save", "undo", etc.. actions).
* We can add unlimited notes per files
* Anonymous user can't delete / add a note
* User can only delete his notes
* Notes can be in HTML format

When you are in the note's component, add/delete a note is accessible via
the context menu (right click).

Please, tell me what you think about this implementation.

Now, I will see how we can extend this new component to add some notes for a
full folder.
