Actual server plugins, or extensions, are now handled by the Extension Downloader built into the server. I assume this will eventually handle SqueezeOS applets and extensions as well. There has also been talk of having walpapers in the wiki which can be browsed from your local SqueezeCenter and added to your controller from there.
This all takes time to put together though and not everything the developers want to do with SC can be done right now :) Rest assured it will all get a lot easier over time.
