I do have the top PlusNet package (so "top" they don't even advertise it on their web site). I've been through a gamut of ISPs and none of them are anywhere near perfect, but at least my PlusNet connection is fast... which is a lot more than I can say for many of my friends appalingly slow connections (many connections nowadays seem about as fast as 56k modem used to be!). Plusnet admit to bandwidth shaping (as do, as far as understand it, virtually all other consumer ISPs.... although Zen may not) but they state that they treat all streaming the same. All my other streams (Last.fm, Shoutcast etc) are entirely fine.... it's solely the BBC I have a problem with. Maybe it's time to leave a post in their forums.
