DC had an area that was about 4 square city blocks on the northern edge of the gay neighborhood that was an abandoned children's hospital (between 11th and 14th streets and V and W). It sat behind a chain link fence and if you were unlucky enough to park your car beside it when parking was tight your chance of being mugged or robbed was very high as there was no one around, no eyes on the street.
The DC government for OVER 10 years said it was taking requests for proposals and studying the best way to use the property. 10 years of high crime, blight, and no property taxes. Finally they got a big enough bribe from one group and let it be developed into 3 and 4 story row houses with garages tucked underneath right around the time the real estate boom started. If they had waited 5 more years it would have sold for a lot more; if they had done it 10 years earlier the neighborhood would have been safer and they would have collected property taxes.
